Compressor blows one of two prv's

I've replaced the prv and the ditch neither fixed the problem it blows before the max Presslure is reached it has 2 prv one on a solid line that connects from one side of head to the other side of head and one on the tank the one on the solid line is the one blowing off .

That it's the PRV that is in the line between cylinders usually indicates that there is a blockage of sorts somewhere in the second cylinder.

It could be the intake valve into the second cylinder, or the valve from that cylinder to the tank.

Replacing that PRV will not resolve the problem unless the cracking pressure of that PRV has dropped dramatically.

Rather, you must determine what component in the second cylinder has failed and is preventing air flow.
