compress keeps building air will not cut off

Fix it. Fast! If your PRV fails you could have a catastrophic failure.

From your compressor symptoms, it sounds to me like your pressure switch high pressure cut out has failed, and even though the pressure in the tank reaches that cut out pressure level, the switch does not cut current to the motor.

A new one should cost around $20-$30 depending on where you go. I'd get a new one installed before I started using my compressor again, if it were me.
