Usually, if it is the problem I think it is, not only does the compressor fail to start, but often a fuse or breaker in the supply circuit will pop too.
Drain the tank again. Close the drain and start the air compressor. Watch the pressure switch / unloader valve operation as the pressure in the tank is reaching the normal cut out pressure level.
When the compressor stops, did the unloader valve open? If not, that's your problem. If it did, post that info here and we'll delve deeper.
