Cold air valve "leaks"

I have an older electric motor, 1.5hp, Airmate by Emglo, dual tank compressor. The tanks do not buid pressure, the cold air valve has air constantly coming out of it. Does not "leaking" stop even after several minuites.

Howdy. I'm not sure what your "cold valve" is on your compressor, and unless I can understand that, I can't even guess as to what your problem is.

Can you please provide more info, and perhaps a photo?
