it has electricity but the starter does not turn on. i change the starter but it still does not turn on and i want to know whats the problem?

Good that your compressor is getting a power supply, Javier, but is that power getting past the pressure switch to the motor? In other words, has the pressure switch tripped to allow power to flow to the motor circuit.

Try draining the tank completely before trying to restart it. Any change?

If no change, you may need to test the start capacitor. See that page on electrical issues section on the site map page.
