Can i run a impact that requires 5.0cfm with compressor that puts out 3.8cfm??

It depends on the pressure rating as well.

Likely, yes, you can. Just don't expect to have your wrench run very long before the air runs out and you lose your minimum operating pressure. Then you'll just have to wait for the pressure to build back up.
