- 220 v measured at the motor

- My multi-meter doesn't measure capacitance
- so don't know about Start Capacitor

220 volts at the motor, no noise at all, not good!! Smoke has escaped from it or it could possibly have a burned wiring connection inside the motor on one of the leads. Either take to a motor shop and have it checked or, if you are handy with mechanics, open it up carefully and inspect the wire connections inside for integrity and tightness. Already broke, can't hurt it!!

You can get a ballpark on the cap using your multimeter on ohms.
