Builds to 60 psi then slows

Napa 5hp 2 stage
head seems to see pressure
I rebuilt head same issue
disconnect feed into tank after filling to 60 holds pressure

this leads me to think the bottom end can only produce 60psi and that the pressure in the tank is holding the one way check ball shut with more force then the head can produce

You may be right on the money. Compressors get old and tired too, and when that happens, they get sluggish when trying to pump air into a tank that has significant back pressure.

Here's reasons by a compressor won't build pressure properly.
