Builds to 25 lbs. pressure then the motor stalls, hums, and can't turn the pulley

I have an older (but appears in excellent condition) Speedaire that I just purchased. Before I bought it seemed to run fine.

I hauled it to my shop and hooked it up to my 220 outlet, turned it on and it ran for about 20 seconds then the motor stalled and started humming so I turned it right off.

Tried starting it again and it did the same thing.

The over pressure release valve seems to be dumping all of the air out of the tank at the same time.

I can turn the pulleys by hand without excessive resistance, the belt is fine and appears to have appropriate tension. The unit has a Dayton 4 h.p. motor single phase 220 V.

Any suggestions as to what might be wrong with it? I admit to complete ignorance re: air compressors.
