Best way to send large volumes of air into water?

I would like to know the best way to sent large volumes of air 100 ft deep into water. about @ 17 PSI ?? Is there membanes that will may this easyer, like soap store???? How big of a compress to get 100 cubic ft of 17 psi air to 100 feet?? How much horse power does it need??? What is the cheapest and best way
