Tim, just so I've got it right, your compressor, when it gets going, fills the tank to normal cut out pressure, and then, when you use air and the tank pressure drops to normal cut in, the compressor will not start, and the motor whines?

Try this. Dump all the air from the tank before you try to start it again. Did this do anything?

Any change in the power supply to the compressor at all?
