Hello Larry. This problem is typical of a failing or failed intake valve. As the air is compressed, instead of flowing down into the tank, the intake valve isn't sealing, and air is escaping.

There is much more info on this topic on this page about why compressors run and don't build pressure and that's a by product of a leaking intake valve, among other reasons.
