Air Compressor Oil Pumping out from Governor

Good Day to everyone. I work on a Gasoline station company wherein I'm the assigned maintenance engineer for their Air Compressors throughout our country. We specialize on air compressor repair and reconditioning of mostly Champion Reciprocating Air Compressors.
Recently, I'm having trouble with our reconditioned Champion Air Compressor due to the reason that oil is pumping out from governor that eventually leads compressor to run without oil. There is no problem on oil pumping out on the cylinder because we have replaced with new piston rings and honed the cylinders, as well as new air valves.
Why is it having too much pressure on the governor /unloader side causing oil blow out from it. Is this really just a piston ring and cylinder issue?
