air compressor hums and blows fuses

air compressor will not run ,it hums and blows fuses when you turn on switch
it was low on oil i put oil in it and it started with the above problem

Try again to start it, but this time drain the tank to zero pressure before you do. If it starts, then you possibly need to look to the UNLOADER VALVE.

Make sure too you have clean power, no extension cord, and nothing pulling power from the same circuit as the compressor is on.

If unloader good and power is clean, then I'd look next to the start capacitor on the motor that may be failing or failed.
