If the question is, is there a law or regulation about them, I have not heard of one.

I just was given a Speedaire 2z498 from my uncle as a gift.. I've looked everywhere for the manual. My question is does this compressor have a cut off psi? I was worried that if I started working it might explode on me...

James, good on you for a freebie compressor!
Have a look at the page on this site PRESSURE SWITCH which will explain all about what they are and what they do. Your air compressor has one I'm sure, as I've never seen an air compressor without one.
Your compressor also has a PRV (pressure relief valve) and you might read that page too to see how this provides some redundant protection from a critical overpressure.

There is an air leak in the compressor where the motor mount is welded to the tank.
We have a frame shop and have all pneumatic tools. It's not good for the compressor to continuously cycle, obviously.
Before we have to dismantle the motor from the tank to have it re-welded we have been trying various glues, epoxies etc to plug the hole.
JB Weld was suppose to work, but it didn't. We have a lot of epoxy putty on it now, but the air still sneaks out.
We are next going to epoxy a metal plate over the hole figuring it can hold down the plate to cover the leak as opposed to patching the hole and the pressure forces a hole again.
Any thoughts?

Hi Denise. Two thoughts, actually.
Glueing a metal plate over a hole in a pressure vessel is a bad idea. You are creating a projectile that may hurt someone when the glue lets go, and it will.
Second thought, how much time have you folks spent so far, multiplied by your hourly rate, to try and fix the problem yourselves, versus the cost of buying a new tank, and replacing the leaking one? Which has / will cost you more?
It were my compressor, the leaking tank would already be gone.

Charlie, Grainger might be able to help you with that as they have the Speedaire house brand.
Guessing that they can't, however, find out who fixes air compressors on warranty for your local big box stores near where you live. Those folks can probably fix you up with a new tank.
And, if you can do some plumbing yourself, you don't necessarily need the same tank, just one that you can connect the pump to.
