craftsman 5.5hp compressor draws excessive amps

I start my compressor it draws excessive amps(all lights dim in the same circut), runs at low rpms(far below normal), but does not trip the home circut breaker. Any ideas. Its a 20gal 5.5hp 2001 craftsman. One day fine...the next day this problem.

Power consumption depends on load

Power consumption wholesome depends on load flowing for a particular time. It is true that heavy load for a small amount of time is equal to light load for a long time.
